TRAIN PD New Potential Trainer Application

TRAIN PD Center @ TCALL is the Texas Adult Education and Literacy Professional Development Center, an Adult Education and Literacy state leadership project funded by Texas Workforce Commission at TCALL — Texas Center for the Advancement of Literacy & Learning at Texas A&M University.

Purpose of the Texas AEL PD Portal

Access to information about available trainers in the AEL PD Portal (Texas Adult Education and Literacy Professional Development Portal) is provided as a resource to assist local program administrators and each program's designated PD (Professional Development) Coordinator as they locate and hire qualified trainers.

Grantees have a contractual responsibility to deliver local day-to-day PD training and to continue improving strategies. Additionally, Grantees are responsible for providing training based on a local analysis of performance and staffing needs that support the TWC’s strategic priorities. Core training that an AEL provider must deliver to its employees as part of its TWC grant contract, include, but are not limited to, test administration, goal setting, integrating career awareness, basic TEAMS usage, and program specific policies regarding student recruitment, orientation, and documentation. NOTE: Local programs are NOT required to use trainers who are listed in AEL PD Portal. Both local programs and the TRAIN PD Center @ TCALL may choose to engage the services of any qualified trainer for instructor-led onsite or facilitated online PD training, including their own staff. When using a trainer who is not listed in the AEL PD Portal, it is the responsibility of the local program to verify that the trainer is qualified for delivery of the specific content.

Please contact TRAIN PD (trainpd@tamu.edu) if you have questions about a trainer's qualifications or wish to nominate a local trainer to be listed in the AEL PD Portal. In the case of assessment, goal-setting, and distance learning PD for programs new to distance learning, failure to use qualified trainers will result in non-compliance with Texas AEL Assessment Guide.


Who Can Access Trainer Information in the Texas AEL PD Portal

The Texas AEL PD Portal is a password-protected Learning Management System utilized by TWC-funded AEL program directors and their designated PD Coordinators, along with Local Workforce Board staff, other community stakeholders, as well as staff of TWC Adult Education and Literacy and the TRAIN PD Center @ TCALL.

All information provided on this application form will potentially be shared with the above-named authorized users of the AEL PD Portal as well as the larger audience of AEL instructors and staff who also have AEL PD Portal accounts.


Minimum Requirements for a Trainer to have access to TRAIN PD @ TCALL Trainer Community
of Practice in AEL PD Portal

  1. A minimum of 3 years of experience in adult education and literacy or a field related to adult education and literacy, such as K-12, college, workforce, social work, etc. Exceptions may be granted upon review.
  2. A minimum of 1 year of experience presenting informational seminars, in-services, workshops, etc. to education stakeholders. Exceptions may be granted upon review.
  3. A current resume to enable TRAIN PD @ TCALL to fully review an applicant’s experience.  (Instructions for sending a current resume will be provided by TRAIN PD upon receipt of the New Trainer Application.)
  4. One of the following:
    1. Written invitation by leadership of TRAIN PD Center @ TCALL or the Adult Education and Literacy office of TWC, OR
    2. Two recommendations from current adult education and literacy program managers or other pre-approved educational institutions which specifically address the performance of the applicant as a trainer in those programs. (TRAIN PD provides a Digital Recommendation Form as a time-saving alternative to a traditional letter of recommendation.)

Trainer Agreements for Access to TRAIN PD @ TCALL Trainer Community of Practice

I have read and understood the above descriptions of the purpose of this Trainer Application, the PD Portal’s authorized users/target audience, information to be included in my PD Portal user profile, and minimum requirements for trainers to access a PD Portal user account.

  1. I understand that in order to provide training to adult education and literacy programs in Texas paid for/facilitated by TRAIN PD @ TCALL, I must have an account on the Texas AEL PD Portal; keep my contact information current in that account; and join the TRAIN PD @ TCALL Trainer Community to access all pertinent forms and stay abreast of training developments and Training of Trainer opportunities.
  2. I understand that if I am employed by a local AEL program or by TRAIN PD @ TCALL, my employer may not permit me to provide contracted services. Therefore, when I train for my own employer, compensation for my training services will be determined in accordance with my employer's fiscal policy.
  3. For training events contracted with local AEL programs:
    1. I will work with the local program's PD Coordinator to complete each training contract proposal at a negotiated fee plus travel costs in accordance with state rate guidelines. Local program PD Coordinator may negotiate with trainer for fee to include up to one additional planning and travel day.
    2. I will contact the PD Coordinator at the program where the training will occur at least 5 days before the training to inquire about any special needs.
    3. I will provide — or negotiate with the local PD Coordinator for them to provide — all materials, supplies and equipment and ensure that they are properly prepared and/or delivered.
    4. I will make and pay for all personal travel arrangements unless otherwise arranged through the local AEL program PD Coordinator.
    5. I will complete and submit a training invoice within 15 days of the training to the contracting local AEL program PD Coordinator.
  4. When training on behalf of the TRAIN PD Center @ TCALL:
    1. I will abide by all requirements described in the forms and guidance for Contract Trainers found in the TRAIN PD @ TCALL Trainer Community of Practice, including but not limited to administration and prompt return of the SCANTRON® training evaluation forms and SIGN-IN/SIGN-OUT SHEETS.
    2. I will represent my role to training participants and the public as working under contract to TRAIN PD @ TCALL for a specific purpose; I will not represent myself as an official representative of TRAIN PD @ TCALL, Texas A&M University, or the Texas Workforce Commission.
    3. Where TRAIN PD deems it necessary for continuous improvement of particular standardized training initiatives or based on my training evaluation data, I will participate in additional Training of Trainer or refresher trainings offered by TRAIN PD.
  5. For any face-to-face training, I will ensure that all necessary documentation of participation, including sign-in and out sheets, agenda that includes the length of time of the training, educational objectives, and proper dates, evaluations if applicable, and copies of any handouts are provided to the local AEL program or to TRAIN PD Center @ TCALL entity paying my fee.
  6. I will conduct training in a professional and ethical manner; will arrive no less than 30 minutes early in order to set up and begin training on time; will abide by fair use guidelines for use of copyrighted materials (See http://guides.library.tamu.edu/copyright); and will follow accessibility requirements for training materials as instructed by TRAIN PD @ TCALL.
  7. I accept the following DISCLAIMER STATEMENTS:
    1. Completion of this application and its acceptance by TRAIN PD does not create a partnership or joint venture between the trainers and TRAIN PD Center @ TCALL, Texas A&M University, or Texas Workforce Commission, and does not obligate or bind TCALL, Texas A&M University, or Texas Workforce Commission in any manner.
    2. Access to a PD Portal account is not required in order for trainers to negotiate contracted work with local AEL programs; nor does access to a PD Portal account guarantee contract employment for trainers.
    3. If I am employed by a TWC-funded Capacity Building Project, I understand that I cannot be paid by TRAIN PD for doing work for which my efforts are also funded by that other TWC grant.
    4. If I am employed by a TWC-funded AEL program, I understand that I cannot be paid by TRAIN PD for doing training exclusively for staff of the program that employs me.
