BEST Plus 3.0

BEST Plus 3.0 Trainers refer to those who train other educators in their state to become certified BEST Plus 3.0
test administrators. Any prospective BEST Plus 3.0 trainer must first be certified as a BEST Plus 3.0 test
administrator before they can apply to be a trainer.

The following describes the required steps for BEST Plus 3.0 test administrators to become certified BEST Plus 3.0
trainers for the first time:

  1. Submit the trainer application fee and application form.
    Visit the CAL website to read about the training process and access the application form.
    After reviewing the application form, CAL will send a link to pay the $750 fee and instructions to access the online training course at callearning.org.
  2. Complete five additional tasks in the online training course. (1) Administer 20 BEST Plus 3.0 tests to students of various proficiency levels and submit the score reports. (2) Submit a video of one full test administration. (3) Complete a scoring activity. (4) Observe a BEST Plus 3.0 training conducted by a BEST Plus 3.0 trainer and complete the Observation form. (5) Sign the BEST Plus Initial Trainer Certification Agreement and receive the BEST Plus 3.0 Initial Trainer Digital Certificate.

BEST Plus 3.0 Trainers Renewal process: The Initial Trainer certificate is valid for 24 months, after which the trainer will need to renew every 24 months. The cost of renewing the certification is $250 as of 2025. Please contact aea@cal.org with any questions.

Please note: Only trainers who have been certified by the Center for Applied Linguistics (CAL) are authorized to train individuals to become BEST Plus 3.0 Test Administrators.

BEST Plus 3.0 Refresher for Test Administrators:

(Currently - Complete a total of 3 hours) 

Programs along with a Certified BEST Plus 3.0 Trainer can provide a refresher training based on the following options.
There are two formats for Option 1 read each one carefully.

Option 1:
CAL recommends that test administrators, along with a Certified BEST Plus 3.0 Trainer, review the benchmarks, scoring practice, and calibration quiz videos in the self-paced, self-access BEST Plus 3.0 test administrator online training course.
OR
CAL recommends that test administrators, along with a Certified BEST Plus 3.0 Trainer, review the benchmarks, scoring practice, and the materials in the TAG to refresher their scoring accuracy.

Option 2:

(Coming this fall self-pace, self-access BEST Plus 3.0 Refresher Scoring online training course on the CAL training website. Information about pricing and product details will be released closer to the course release date.)

Texas Style CASAS Training of Trainers (TOT)

This training is for current CASAS test Administrators who are interested in teaching this content to the AEL field.  This is a 12 hour training event.

Texas Style CASAS Modules 1 – 4

**Note: CASAS Test Administrators must take the Texas Style CASAS Training Modules provided by Certified Texas Style CASAS Trainers, who are certified by TRAIN PD @ TCALL only. 

Initial CASAS Test Administrators must take the Texas Style CASAS Training Modules provided by Certified Texas Style CASAS Trainers, who are certified by TRAIN PD @ TCALL only. Note that this is the only approved CASAS test proctor training for Texas AEL.  

The Texas Style CASAS training is available in four modules specific to the needs of test administrators, instructors, and other staff. Agencies must complete Module 1 and Module 4, and either Module 2 or Module 3 to order and use CASAS tests.

Texas Style CASAS Refresher Guidance for AEL Texas Test Administrators

(3 Hours Required every 2 years for test administrators/proctors per TWC guidance)

 **Note: CASAS Test Administrators must take the Texas Style CASAS Training Modules provided by Certified Texas Style CASAS Trainers, who are certified by TRAIN PD @ TCALL only. Current CASAS Test Administrators need to take a minimum of 3 documented hours every two years and must be completed in the same program year to fulfill the requirements.  

A refresher may be provided by the program (Option 1 below) or may be completed by accessing the courses (Option 2 below) using your CASAS log in to the CASAS website.  

Approved CASAS Refresher Training Options (3 hours required): There are two options for how programs decide to address refresher training. 

Option 1. Redo the face-to-face Texas Style CASAS training for three (three) hours. 

Option 2. Complete courses through the CASAS Training Site. (complete a total of 3 hours) of the training listed below:

  • Module 2: Exploring CASAS eTests - CASAS eTests Implementation
  • Module 3: Launching Paper Tests with Proctor Certification

Texas Style CASAS Remote Test Training

This training is for certified CASAS test proctors who want to test students remotely. Log in to your CASAS.org account.  In the purple Remote Testing section, complete both the "Proctor Remote Testing Agreement" and the "Proctor Remote Testing Certification." Please note that your agency must have an "Agency Remote Testing Agreement (non-CA)" with CASAS for Remote tests to be valid.

This training is for current Test Administrators who are interested in teaching this “new” content to the AEL field and want to become Certified Texas Style WorkKeys Trainers. This is a 12-hour TOT.

Texas Style WorkKeys Test Administration

This training is for participants who want to be certified to administer the WorkKeys tests.  This is a 6-hour training.

Texas Style WorkKeys Refresher

This training is for certified WorkKeys test administrators to refresh testing procedures and calibrate scoring of the WorkKeys test. This is a 3-hour training.

**Programs along with the Certified Texas Style WorkKeys Trainer can decide what areas to focus on during the Refresher Training per Test Administrator determined need.

Remote testing is not currently approved for ACT WorkKeys NRS approved tests.

**There is no prescribed Refresher course in the PD Portal for the testing tools, BEST Literacy, TABE Paper Based 11/12, TABE 11/12 Online and TABE CLAS-E. The Certified Trainer should work with the program to determine the needs of the test administrators in the program.


Remote AEL Testing Guidance

Update 5/15/25

 

Best Plus 2.0, TABE 11/12, TABE CLAS-E and CASAS eTests are now approved for remote administration. Test administrators MUST complete the Best Plus 2.0 Remote Testing Administration, the TABE 11/12 Remote Testing Administration training, and/or CASAS Proctor Remote Testing Training and Webinars facilitated by Train PD, either virtually or online in the PD Portal. You must have a certificate of completion for monitoring purposes. No other test is approved by TWC at this time.

Best Practices for Remote Testing

  1. Providers must have a written standard operating procedure for remote testing which addresses test security, integrity, and protection of personallyidentifying information.

  2. Testing proctors must be certified/trained to administer the specific assessment test.

  3. Providers must:

    1. provide a pre-screening to verify identity of student

    2. orient students to remote online testing expectations

    3. ensure students have the technology tools needed to test at home per publisher guidance

    4. allow time for students to take practice tests on the publisher’s website prior to entering the testing room session, if available;

    5. and plan ahead for how to respond to video or technical glitches and communicate plans clearly to students.

  4. The proctor must allow students into the remote testing room one at a time to ensure identity of student and check the environment, if testing more thanone student at a time.

  5. Students should wear headsets and/or earbuds for test security and optimal success, if applicable for the test.

video conferencing program which allows the test administrator to identify the student using local procedures.

To maintain test security, require both the test administrator and student to complete the test in a private location away from others. Ensure that links to video conferencing sessions are sent privately to students and not posted or shared with others. Do not video or audio record the test session.

Only trained BEST Plus 2.0 test administrators should administer the test remotely. Before administering the test to students, program staff should try out technology and procedures to ensure testing works as expected.

Remote test proctoring will occur via Zoom and/or WebEx. Test administrator must identify the student using local procedures.

CASAS

Remote administration of CASAS eTests is permitted using a web conferencing platform approved by CASAS and which allows the test administrator to identify the student.

Remote administration of CASAS eTests (including appraisals) is permitted using a web conferencing program which allows the test administrator to watch the student during the testing process.
