The Career Pathways Planner: A Guide for Adult Education State Leaders to Promote Local Career Pathways Systems 
The Career Pathways Planner offers a framework for adult education state leaders to use in supporting local adult education providers in the development of a local/regional career pathways systems.

The Planner identifies key issues for adult education state leaders to consider as they refine their approaches to career pathways to facilitate scalability and sustainability at the local level. The report also includes examples from across the country to highlight ways in which states are leveraging career pathways to support lower-skilled adults.

The Planner is organized into five sections to help adult education state leaders guide local career pathways design and implementation. The sections address areas of career pathways local systems development that the Moving Pathways Forward project team found were instrumental in enabling adult education state leaders to establish a foundation for local adult education career pathways services. These sections include Assessing the Status of Local Career Pathways Systems; Communicating Career Pathways; Supporting Partnerships; Designing Intake Processes, Instruction, and Transition Services; and Promoting Continuous Improvement.

Benefits and Uses: The Planner offers practical strategies for addressing some of the most critical aspects of local career pathways system development. ESOL Toolkit for General Construction, Landscaping, Painting, and Plumbing
Overview: Every day more and more non-native speakers of English enter the construction trades in the United States. They are employed by contracting companies to work as general laborers, landscapers, painters and plumbers. Many of them are hired at the entry level but, unfortunately, most of them remain there due to their lack of communication skills in English, especially in the area of construction and landscaping. Although general English can be acquired in the adult ESOL classes offered at local programs, most classes do not offer lessons that directly incorporate the vocabulary and knowledge base specific to jobs related to the contracting business. The curriculum Building Basics: ESOL Toolkit for General Construction, Landscaping, Painting and Plumbing was created by the Virginia Adult Learning Resource Center to address this urgent need.(The document attached to this email contains more information on the curriculum.) The U.S. Departments of Labor, Education, and Health and Human Services are proud to announce the release a Sample Memorandum of Understanding (MOU) and Infrastructure Costs Toolkit; it is now available on the Innovation and Opportunity Network (ION) on WorkforceGPS.
Included in the Sample MOU and Infrastructure Costs Toolkit are the following components:

The Sample MOU and accompanying Cost Allocation Analyses for hypothetical local areas may be used as a reference guide or toolkit when developing your own MOU, including your one-stop operating budget, Infrastructure Funding Agreement (IFA), and cost allocation methodologies, pursuant to the requirements of section 121 of WIOA, its implementing regulations at 20 CFR part 678 and 34 CFR parts 361 and 463, and the relevant guidance.

This Sample MOU includes actual portions of local MOUs and Infrastructure Funding Agreements (IFAs) that have been developed thus far. It is important to note that the local information contained in this sample MOU and cost allocation analyses is hypothetical and should be adapted to meet the particular circumstances in your local area. Use of the local hypothetical language in this document does not ensure compliance with WIOA and cannot substitute for developing these documents based on careful review of WIOA, its implementing regulations and guidance, and local conditions. This sample MOU and cost allocation analyses should not replace the local negotiations that should occur or supplant any State laws that apply in any particular State. States and local areas are not required to develop an MOU that uses the same format of this sample because there are many other ways to develop a MOU.

Skills-Based SNAP Employment and Training Policy Toolkit
A skills-based SNAP E&T policy makes skill building an integral part of a state SNAP E&T program’s vision. Partnerships between state agencies and community colleges provide education, training, and support services that put participants on a pathway to a career.

This toolkit provides resources to state policymakers, advocates, and practitioners on state policies to advance skills based Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T). It is among a set of state skills equity policies being promoted by National Skills Coalition. These policies are aimed at expanding equitable access to middle skill training, credentials, and family-supporting careers, particularly for those who have faced barriers to economic opportunity.

Institute for the Study of Adult Literacy, Pennsylvania State University
Career Pathways Programming for Lower-Skilled Adults and Immigrants
Funded by the Institute of Education Sciences (U.S. Department of Education), this researcher-practitioner partnership project is the first to map the landscape of career pathways in these three cities. The report shares detailed survey findings about the following topics:

  • Overview of adult education and career pathways in the three cities (e.g., organizational types, funding sources);
  • Coordination and planning across career pathways providers;
  • Student characteristics and demographics;
  • Program design and delivery; and
  • Student outcomes.

Statistically significant findings are highlighted throughout the report, including differences between cities.

Framing the Opportunity, Eight State Policy Recommendations that Support Postsecondary Credential Completion for Underserved Populations
Postsecondary policy is a powerful lever for increasing underserved populations’ access to economic opportunity. In this paper, JFF elaborates on over a decade of work supporting community college access and completion to offer a more inclusive policy approach. This approach is specifically targeted to ensuring that our postsecondary systems are designed in ways that narrow achievement gaps, especially for those populations of students and workers who are at particular risk of not gaining the skills, competencies, and credentials needed to share in and contribute to our nation’s economic growth. JFF is committed to addressing issues of equity in all of our policy work, and equity is a core principle guiding the efforts of the Policy Leadership Trust for Student Success. Our STEM state policy work also focuses on ensuring greater access to high-wage STEM careers for historically underrepresented populations, including women and students of color.
We believe it is essential to explore federal, state, and local policy with an equity lens, identifying policies and policy gaps that can both help and hinder local efforts to create stronger postsecondary educational opportunities for underserved populations. This policy approach strives to better understand the systems in which programs operate. Common Cause: Community Based Organizations and Community Colleges Partner for Student Success
This paper tells the story of a unique partnership in the Bronx, between the Bronx Opportunity Network—an alliance of community-based organizations—and the two major community colleges, Bronx and Hostos. While this partnership is still evolving, early results of the collaboration are extremely positive. With input from the CBOs, both colleges have changed institutional practices to better serve their students and collaborate with essential partners. Such changes have already resulted in exponentially more students taking advantage of free pre-college, test-prep programming before taking their placement exams. These students also benefit from a redesigned First-Year Seminar, as well as more effective and streamlined academic advisement due to stronger cooperation between academic advisors, financial aid advisors, and “success coaches” from the community.

National Skills Coalition
The Workforce Innovation and Opportunity Act (WIOA), reauthorized by Congress in 2014, represents a significant federal investment in adult education. Opportunities for Connecting Secondary Career and Technical Education (CTE) Students and Apprenticeship Programs
Labor market projections indicate a growing gap in the supply of qualified employees for middle skills jobs—those that require training beyond high school but less than a four-year degree. Shortfalls are expected to be particularly acute in fields critical to our nation’s economic competitiveness, such as computer technology, nursing, and advanced manufacturing. Recognizing the contribution that apprenticeship can make in preparing a skilled workforce, the federal government has launched several initiatives to expand existing and launch new training programs in high-growth, high-tech industries.

For this project, eight programs were selected for on-site visits with local program staff, industry and labor representatives, students and parents, state leaders, and other key stakeholders. This report profiles each program’s history, structure, and lessons learned. The report also synthesizes observations across the sites to support state and local leaders in connecting high school CTE students with apprenticeships.

Data visualization simply refers to the presentation of data in pictures or graphs, such as a bar graph or flow chart, and thus provides a way to communicate vast amounts of information efficiently.  Policymakers and members of the public, who are short on time and have many pressing issues to manage, can benefit from analyses that include high visual impact.

Data visualization could influence students and workers choosing a post-secondary program to achieve career goals, or convince employers to set up business in one region over another. Career Pathways: Five Ways to Connect College and Careers calls for states to help students, their families, and employers unpack the meaning of postsecondary credentials and assess their value in the labor market.
These five practices call for the integration of postsecondary education and workforce data to support individual, organizational, and policy decisions. Together, they represent closer alignment between the postsecondary education and workforce sectors. Alignment does not mean that the postsecondary sector becomes the pawn of the workforce sector, or vice versa; rather, the two sectors work in concert to contribute to a state’s overall success. The tools featured in this report represent how leaders within and across eight geographically diverse states are using labor market information27 to build a more complete picture of what happens to learners and workers before, during, and after they complete their postsecondary studies. In each of the following sections, we include an overview and describe the data being integrated, as well as the intended audience for each of the Five Ways. Using Texas and Arkansas as example, two new fact sheets from the National Skills Coalition demonstrate the vital role that immigrant workers play in filling middle-skill jobs. The fact sheets specifically highlight how immigrant workers will be vital to helping the two states meet their goals for postsecondary credential attainment and meeting local industry talent needs.

The New National Academies Press report Building America's Skilled Technical Workforce finds that the United States’ “skilled technical workforce is inadequate to compete in the coming decades, and actions are needed to improve education, training, and lifelong learning of workers.” According to the report, skilled technical occupations, or “occupations that require a high level of knowledge in a technical domain but do not require a bachelor’s degree for entry”—are a key component of the U.S. economy. 

This report examines the supply and demand dynamic. It finds that skilled technical workers can be found in most occupational groups, from health care to construction to manufacturing, and such jobs as medical laboratory technicians, installation and repair technicians, and computer support specialists. And, while the term “middle skills” is often used to describe these occupations, the report finds that the term fails to fully capture the actual high value of this segment of the workforce.

The “broader need for policy information and advice,” is examined and an in-depth study of “the coverage, effectiveness, flexibility, and coordination of the policies and various programs that prepare Americans for skilled technical jobs” is presented.  The report also includes action-oriented recommendations for ways to improve the U.S. system of technical education, training, and certification.

Report: Integrated Education & Training Strengthens Career Pathways, Prepares Students for Good Jobs By Judy Mortrude 
At the recent COABE 2017 conference, Integrated Education and Training (IET) was in the air. And in the pre-conference, and in the vendor hall, and in multiple breakout sessions! Building on that energy, CLASP has released a summary of IET research and guidance, Integrated Education and Training: A Career Pathways Policy & Practice.  Earlier this year, CLASP joined leading experts in presenting the results of a national IET survey that is featured in this report. This includes data analysis demonstrating clear progress in regional planning for the Workforce Innovation and Opportunity Act (WIOA). Nearly 70 percent of adult education providers reported implementing or planning IET in partnership with their local workforce development board.

Rising Human Capital among Recent Immigrants to the United States
Nearly half of immigrant adults arriving in the U.S. since 2011 have a college degree—a far higher share than a quarter-century ago, when just 27 percent did. This striking but little noted shift in the composition of recent immigrant flows, driven in part by rising migration from Asia, comes as some policymakers press for a "merit-based" immigration system. The Role of Participation in ABE-to-College Transition Programs in Adult Student Postsecondary Enrollment, Persistence, and Success 2016
The Adult Transitions Longitudinal Study (ATLAS) was an unprecedented longitudinal study of 227 adult students who entered one of 11 ABE-to-College transition programs in fall 2007 or spring 2008. The study followed these students for four years.
The goal of these college transition programs was to help adult students build their personal, career, academic, and college knowledge readiness. The programs were all components of larger adult education programs participating in the New England ABE-to-College Transition Project designed and managed by World Education and funded by the Nellie Mae Education Foundation since 2000.

Workforce GPS: American Job Center Customer Scenarios
States and local areas have expressed a need for tools that help American Job Centers (AJC) coordinate staff and partners to work collaboratively across programs. This publication features five illustrated stories that represent scenarios of customer experiences, and the guidance an AJC staff member might provide.  This booklet is a training tool for AJC staff and partners, and can be shared with a customer who is reluctant to discuss their own story.
These stories demonstrate the characteristics of a high-quality one-stop center:

  • Provide career services that motivate customers of all ability levels to make informed decisions based on local and regional economic demand.
  • Support and empower customers to achieve their employment and educational goals.
  • Staffed by individuals that are courteous, polite, responsive, and helpful to visitors, businesses, and job seekers.
  • Use an integrated and expert intake process for all customers. Frontline staff are highly familiar with the functions and basic eligibility requirements of each program. They can appropriately assist customers and make knowledgeable referrals to partner programs.
  • Cross-train to increase staff capacity, expertise and efficiency. This grants a universal understanding of all programs, and enables better service through shared demographic expertise.

This booklet includes five completed scenarios that illustrate a diverse set of customers and situations:

  • Sam has an undisclosed disability and needs guidance on reasonable accommodations and other rights under the Americans with Disabilities Act while returning to the labor force.
  • Charles is an employer seeking guidance to hire and accommodate workers with disabilities and is seeking resources on employee retention.
  • Juana is a farmworker who needs to lodge a pay complaint, and additionally requires housing and education assistance.
  • Jim wants to get back to work after being incarcerated.
  • Adele is a single mother transitioning from public assistance to sustainable employment.

Workforce GPS: Implementation of Accelerating Opportunity: Final Implementation Findings with Lessons from the Field
Implementation of Accelerating Opportunity: Final Implementation Findings with Lessons from the Field shares lessons learned in Illinois, Kansas, Kentucky, and Louisiana during the first three years of implementation from 2011 to 2014 of Accelerating Opportunity (AO). AO is an initiative that encourages states to improve educational and employment opportunities for low-skilled adults through promoting integrated college and career pathways; improving coordination among government, colleges, and businesses; and removing policy barriers.

Major Findings & Recommendations
The report finds that “… students enrolled in AO pathway programs earned 56,757 credits and 11,283 credentials, 78 percent of the 14,400 credentials initially targeted for the three-year AO initiative (3,600 credentials per state) .... In addition to supporting acquisition of credits and credentials, the AO initiative helped students connect to the labor market” (

The paper highlights lessons for state policymakers and colleges who may be particularly interested in developing integrated career pathways “given the recent passage of the Workforce Innovation and Opportunity Act of 2014 (WIOA) and current state efforts to plan for its implementation” (p.2). The lessons include:
“State Policy Can Support Student Success [:] AO state teams recognized that formal policies were critical for ensuring that adults with low basic skills and adult education students could enroll in and complete postsecondary coursework successfully. Therefore, state teams engaged multiple stakeholders to build policy support for AO” (p. viii).

The ION is a national, regional, state and local alliance that makes available the technical assistance, information sharing, and training needed to implement the vision of the Workforce Innovation and Opportunity Act (WIOA) that was signed into law in 2014.
